Permanent residence for Ukrainian nationals with family members in Canada
As of October 23, 2023, you can apply for the new permanent residence pathway for Ukrainians if you’re a Ukrainian national who is
- in Canada and
- the family member of a Canadian citizen or permanent resident

July 15, 2023, was the last day to apply for a visitor visa under the Canada‑Ukraine authorization for emergency travel
The deadline to apply for a visa under the CUAET measures has passed. We’re no longer accepting applications. If you submitted an application on or before July 15, 2023, we’ll process it.

If you’re Ukrainian or the family member of a Ukrainian and want to apply for a visitor visa after July 15, you can apply through the regular process.

You’re in Canada but not under the CUAET.
We’re no longer accepting new applications under the CUAET measures.
However, under the post-CUAET measures for Ukrainian nationals and their family members, you may be able to apply for
- a visitor record to extend your visitor status in Canada
- an open work permit to work in Canada
- a study permit to study in Canada
You’re outside of Canada and you already applied under the CUAET.
If you submitted a complete application under the CUAET on or before July 15, 2023, we’ll continue to process it.

If you no longer want to come to Canada, you can withdraw your application.
Travel to Canada by March 31, 2024, to be eligible for in-Canada measures under the CUAET
To be eligible for the various supports and exemptions under the CUAET measures, you must enter Canada by March 31, 2024.
If you enter Canada after March 31, 2024, you
- need to meet the general requirements to enter Canada
- will not be eligible for the supports and exemptions under the CUAET measures.
You’re outside of Canada and you did not apply under the CUAET.
If you’re outside Canada and you didn’t submit an application, you can apply for a visitor visa through the regular process. You must meet all of the applicable eligibility and admissibility requirements and pay all required fees.
Once you’re in Canada, under the post-CUAET measures, you and your family members can apply for an open work permit, for a study permit or to extend your stay for up to 3 years.
